A native son of St. Louis, Captain Michael J. Caruso began his career by graduating the academy in 1977 and received his first assignment in the 3rd District where he spent the first 10 years of his career. He was then given an assignment to join the Vice/Narcotics Division as a Detective. In 1989 Captain Caruso was promoted to Sergeant and assigned to the 9th District. He later served in the Internal Affairs Division until he was promoted to Lieutenant in 1993 and again returned to the 3rd District. As a Lieutenant he also worked in Professional Standards, Special Services and was the South Patrol Division's Station Executive Officer. In 2007 Captain Caruso was brought to the 9th as a newly promoted Captain where he is looking to use his high energy and enthusiasm to serve the citizens of the 9th District. Captain Caruso has close ties with the most recent Captain of the 9th, Captain Bob Oldani. Their friendship goes back many years to elementary school. They maintain a close relationship to date, as Captain Oldani has been a friend and mentor to Captain Caruso through the years.

Captain Caruso earned his Bachelor Degree in Criminal Justice Management and continued his education by receiving a Master's Degree in Business Administration. He currently resides in St. Louis City with his wife Eva, of 26 years. His son Tony has recently started his career as a Police Officer and currently is assigned to the 1st District. His daughter Lauren is currently a Nursing Student at St. Louis University.


The Ninth District Police Business Association is composed of over 250 companies and institutions in Saint Louis, Missouri. This association was created to foster cooperation and support for the 9th District police officers in their work of protecting citizens and businesses and to maintain a safer community in which to raise a family and conduct business. The mission of the association is to:

  1. Create a closer working relationship between businesses and the police.
  2. Recognize individual police officers for excellence in their profession.
  3. Demonstrate business support of the police and their important work in the community.
  4. Undertake programs and events which educate the membership about police work, its importance to the community, and how the membership can effectively assist this effort.
